We dedicate ourselves to:
· Formulating, implementing, monitoring and reviewing of Handloom policies, programmes and schemes, enhancing the socio economic conditions of millions of poor Handloom weavers across the country.
· Extending financial support to State Govts. and other Handloom agencies for effective implementation of various Handloom policies, programmes and schemes which are aimed at benefiting Handloom weavers.
· Supporting the Handloom sector at large in upgrading-skill, knowledge, market infrastructure, living conditions etc.

4. Our Commitment -

· Support the Handloom sector at large in the areas of infrastructure, marketing, Human Resource Development, Research & Development, Conservation & Preservation, Finance, Design input, Yarn supply, Export etc.
· Negotiate with all related agencies, organizations and Ministries to simplify the support system.
· Monitor the implementation of various policies, programmes and schemes meant for the Handloom sector till the expected goals are achieved.
· Simplify the funding system with transparency, accuracy, consistency, quick reach and result orientation.
· Sense the problem areas of the sector, organize studies, constitute advisory bodies and support physically and financially.
· Review various Handloom policies, programmes and schemes to ensure continuous effort to upgrade skills of the weavers and to prepare them to cope with the changing conditions in the sector.

6. Our activities -
· From our focal point at Delhi - formulation of policies, programmes, schemes and guidelines for the benefit of the handloom weaver - continuous interaction with States and other implementing agencies for publicity, effective implementation, review and restructuring till the objectives are fulfilled.

· Central Enforcement Machinery - protect Handloom weavers through the implementation of Handloom Reservation Order.
· The Handloom Export Promotion Council - reach the consumers outside the country with handloom stock and cater to the contemporary trends.
· The Association of Corporations & Apex Societies of Handlooms - market support.
· The National Handloom Development Corporation - input support through procurement and distribution of Yarns, Dyes, Chemicals and marketing of Handloom fabrics.
· National Centre for Textile Design - design support establishment of solid data base, linkage, facilitate interaction etc.
· Scheme for supply of yarn at mill gate price (input related scheme).
· Integrated Handloom Development Scheme has been introduced for its implementation during the XI Plan period. The scheme focuses on setting up of handloom clusters and also formation of handloom weavers groups as a visible production group in selected handloom clusters, up-grade the skills of handloom weavers/workers to produce diversified products with improved quality to meet the market requirements, become self-sustainable, to provide need based inputs in holistic and flexible manner specific to each cluster/group etc. While for setting up of handloom clusters of 300-500 looms a total sum of Rs.60.00 lakh would be available in various components of the scheme, under the Group approach, assistance will be provided for the components of skill up gradation, Basic inputs and construction of Workshed only, as per the guidelines of the scheme.
· Handloom Weavers’ Comprehensive Welfare Schemes :
During the XI plan , the Government of India is implementing a Handloom Weavers Comprehensive Welfare Scheme with the components of (i) Health Insurance Scheme and (ii) Mahatma Gandhi Bunkar Bima Yojana for providing medical facilities and life Insurance cover in case of natural/accidental death, total/partial disability due to accident for the weavers all over the country.
· Marketing and Export Promotion Scheme – the Scheme covers Publicity and Exhibitions in domestic as well as international markets, setting up of Marketing Complexes, Urban Haats, organising Buyer Seller Meets/Reverse Buyer-Seller-Meets, Sanction of Export Projects for development of exportable range of handloom products with the help of professional designers, protection of traditional handloom items from imitation by others, under Geographical Indication Act. To distinguish handloom products from powerloom and mill made products, Handloom Mark was announced on 28th June 2006. etc.

Central Assistance to States for setting up of Enforcement machinery to implement Handloom Reservation Act.
Diversified Handloom Development Scheme
Training of personnel in Weavers Service Centres and Indian Institutes of Handloom Technology as a component of the Diversified Handloom Development Scheme being implemented by this office during the XI five year plan .
In order to face the advancement of technology and challenges posed by the free economy and quick changes in fashion trends, it is necessary to train the personnel of WSCs/IIHTs in the modern techniques of production, market trend and cost analysis, also design development with use of computer and CAD system. This component provides training of the personnel of WSCs/IIHTs in selected courses of reputed International/National and State level Institutes in the areas of Garment Manufacturing Technology, Pattern making, Dyeing and Designing etc.

8. Complaints -
· We aim at settling your complaints within 15 working days of their receipt. If we cannot, we will explain the reasons for the delay and time it will take to resolve. · If you have a complaint, you may telephone, send a letter by mail or fax or visit our offices. You may first use the Information and Facilitation Counter (IFC) of Ministry of Textiles, housed in Room No. 9-B, Udyog Bhawan, New Delhi. In case you are not satisfied, you may also take up the matter with the Grievance Officer of Office of the Development Commissioner for Handlooms.

10. Provision of Feedback/Suggestions.
· The feedback from the users are obtained from the respective State Governments through interactions with the State Governments and discussions in various fora.
· The All India Handloom Board is a high-powered body in which Members well versed with the problems of Handloom Industry are drawn from various States to guide and advise for the growth and development of Handloom Sector. Apart from this, we have Advisory Committees, Governing/Implementing Bodies to streamline field operations. Meetings are also held regularly to assess the requirements of the Handloom Industry and obtain feedback suggestions.
