MODIFIED DECENTRALIZED
TRAINING PROGRAMME FOR HANDLOOM WEAVERS (DTP)
1.OBJECTIVE
The
scheme envisages to bring about skill up-gradation in the skilled and semi
skilled category of handloom weavers to enhance their earning capacity
and encourage product diversification,simultaneously
ensuring development of marketable products. The basic objective of the
modified scheme may be summed up as:-
a)Rationalise
the operational mechanism and implementing methods.
b)To
be in tune with the market requirements.
c)To
make it transparent.
d)To
make it better instrument ofdelivery
e) To
make it realistic, need-based and concise.
f)To
avoid duplication and to effect better coordination
g)To
be able to monitor as well as to provide more flexibility and autonomy
to the implementor.
h)To
provide different training to different category of weavers, trainers and
Master Trainers keeping in view of the expertise gained already & trends
available (both domestic and international).
i)To
avail of the expertise and resources of related sectors like freelance
designers fashion forecasts, trends and other related schemes.
2.TRAININGIN
WEAVING
2.1.ELIGIBILITY
All
categories of skilled and semi skilled weavers.
2.2.CATEGORIES
OF WEAVERS
Broadly
the weavers can be categorised on the basis of their weaving skill and
level of knowledge about use of different techniques and weaving different
type of looms. Major categories are as under:-
i)Un-skilled
Weavers
They
have been exluded from availing the Decentralised Training Programme Scheme.
The State Government can provide training to such weavers under different
Schemes like Swarnajayanti Swarozgar Yojana.
ii)Semi-skilled
Weavers:-
This
category covers all those weavers who have so far been weaving plain cloth
or janata variety cloth. These weavers are aware of the basic weaving method
but requires up-gradation in their skill.
iii)Skilled
Weavers :-
This
category includes weavers who have practical knowledge of weaving but may
like to enhance their level of skill in weaving, new type of designs, undertake
weaving on new type of yarn (from coarse cotton tofiner
cotton yarn, from cotton to silk, wool, polyester etc.), weaving on new
type of looms (e.g. multi-treadle loom etc.) or with productivity enhancing
attachements like dobby, jacquard etc.
iv)Unattached
Weavers through NGOs:-
The
beneficiaries under the Scheme may cover weavers under cooperative and
corporate fold as well as unattached weavers though NGOs and recommended
as per procedure.
v)The
unattached or independent weavers do not have basic infrastructure . Hence,
the provision is made under the Scheme, inter-alia, for:-
a)Hiring
of shed/accommodation for conducting training programmes.
b)Boarding
& lodging of weavers during the training programmes.
c)Incidental
expenses.
These
expenses shall be met from the stipend which the weaver receives during
the training. At present the stipend is Rs.750/- per month for three months
to non-skilledand Rs.55/- per
day for skilled and semi-skilled weavers. The expenditure on the above
account is not likely to exceed this amount and the cost of above may be
deducted from stipend amount for attached weavers.
2.3.DURATION
For
skilled weavers and semi-skilled weavers, the training period shall be
of 60 working days.
2.4.STIPEND
The
stipend will be Rs.55/- per day for a period of one month for both skilled
and semi-skilled weavers.
2.5.REMUNERATION
FOR MASTER TRAINER:-
Master
Trainer should be able to impart proper training to semi-skilled and skilled
weavers. He should be conversant with operation of Jacquard, Dobby other
attachments and different types of looms.
2.5.1.ELIGIBILITY
To
be eligible for Master Trainer, a Weaver should either be IIHT, diploma
Holder, or has undergone formal training in weaving for a period not less
than threemonths or is a National
Awardee or has been approved by the State Government as Master Weaver to
impart technical training to the weavers
The
Master Weaver/Trainer will get honorarium of Rs.2,500/- per month.
The
Master Weaver will undergo a familiarization programme for fifteen days
in the WSC before start of the Decentralised Training Programme. During
this period he will get a stipend of Rs.75/- per day inclusive of transport
allowance.
The
service of Master Trainer can be availed by WSCs for undertaking DTPs for
various societies.

4.TRAINING
IN DYEING TECHNIQUE.
(a)Objective:To
improve the quality of dyeing
through
training in use of Eco-friendly dyes. Training in improvement in fastness
properties and in techniques of dyes etc.
(b)Duration
of Training :15
working days
The
training course will broadly cover following aspects-
i)Types
of Dyes and Chemicals according to the end use of the fibre.
ii)Preparatory
process like scouring, bleaching and dyeing.
iii)Role
of Water, Temperature, Pressure, Material to Liquor ratio, etc.
iv)Correct
method of dyeing fordifferent classes
of dye-stuffs
v)Equipments
required to start a small dye house in the Primary Society.
vi)How
to improve fastness and to correct faulty dyeings
vii)Use
of AZO free dyes.
viii)Introduction
of colour shades according to the needs of the Handloom Weavers Cooperative
Societies.
ix)Information
about vegetable colours, and
x)Costing
(c)Eligibility
for appointment as :The Master Trainer(Dyeing)
Master
Trainer(Dyeing)should either be IIHT,
diploma
holder
or should have undergone 4 months Short Term Training Course in Dyeing
Techniques in WSCs/IIHTs/State Government Service/Training Institute or
should have atleast 10 years practical experience in dyeing work.
Raw
Material:i)Dyes/Chemicals/Yarn,
etc.
ii)Dyeing
Tool Kit to be provided to the sponsoring Primary Society/NGO irrespective
of the number of trainees sponsored. The cost of one set of the Tool Kit
will be Rs.5,000/-
5.REHABILITATION
OF WEAVERS UNDER JANATA CLOTH SCHEME TO POWERLOOM SECTOR.
Janata
Cloth Scheme has been replaced under the 8th Five Year Plan
by project Package Scheme (PPS) and Handloom Development Centres (HDCs).
However, majority of weavers under Janata Cloth scheme are old and have
developed mental block to be rehabilitated in the handlooms sector. Hence,
with their present level of skills, they can be rehabilitated in the power
loom sector only. Thus, provision may be made in the modified Training
Programmes for rehabilitation of handloom weaver in the power loom sector
by providing suitable training, financial assistance for purchasing equipments
, margin money for working capital etc. the package for assistance shall
be worked out in consultation with the Textile Commissioner, BTRA,NITRA,
SITRA and the Powerloom Division of the Ministry of Textiles.
6.TRAINING
OF PERSONS INVOLVED IN THE MANAGEMENT OF HANDLOOM SECTOR.
Training
of persons involved in the management of Handloom Sector is essential input
for smooth and proper implementation of Training Programme. The expenditure
will be met from the head ‘Other Charges’-(Plan).
7.ADMINISTRATIVE
EXPENDITURE ON SUPERVISION MONITORING AND DOCUMENTATION.
Expenditure
under this item shall be restricted to 5% of the Project cost and will
be funded from the sub head ‘Other Charges(Plan).
8.HYPERLINKING
FOR EFFECTIVE COORDINATION.
Further
steps will be undertaken to hyperlink State Directorate of Handlooms, Weavers
Service Centres, Primary Agencies, Embasses of India aborad (and through
them the buying agencies of Handlooms aborad.), ACASH, NHDC & the Office
of the Development Commissioner for Handlooms to monitor the procurement
of raw-material, inputs for training, the trends and requirements of handlooms
(market-research) aborad and in India. Efforts will also be made to closely
monitor the impact report and the value-addition due to the Decentralised
Training Programme imparted.
9.SYLLABUS
FOR THE TRAINING.
The
syllabus of the training, indicating the technical details for the entire
period of training shall be prepared by WSC. The responsibility for preparation
of syllabus will be of Assistant Director (Weaving) and Technical Superintendent.
10.MONITORING
AND SUPERVISION
Officer
Incharge of WSC will be personally responsible to ensure monitoring and
proper supervision of the programme. One technical person must visit every
fifteen days to oversee the training imparted to the trainees by the Master
Trainer in the field area. The expenditure on account of monitoring and
supervision of WSC staff will be met from the DTP programme.
11.PROCEDURE
FOR DISPOSAL OF PRODUCT DEVELOPED DURING THE TRAINING PERIOD.
1.The
product developed during the course of training will display the level
of skill acquired by the trainees. The objective of the DTP will be met
if the product developed are marketable.
2.Zonal
Headquarters will be responsible for disposal of product from their premises.
A show room should be opened in each Zonal headquarter to put on sale for
the public the product developed during the course of training.
3.The
minimum price for each item will be arrived at by carrying out costing
of the item on the basis of quality, raw material and overhead cost. Items,
which have not been properly woven or lack quality, will be discounted
maximum of 50% of the total cost of the item arrived at. The basic costing
will be done by Assistant Director(W) and Assistant Director(P). The costing
will there after be approved by Officer Incharge of the WSC.
4.The
cost for transportation of product developed from WSC to Zonal Headquarter
for sale will be obtained under the Scheme from DC(HL) on completion of
training.
5.The
revenue received will be deposited in the Government account as per GFR.
12.SERVICES
OF THE FREELANCE DESIGNER.
The
services of a Freelance Designer can be dove-tailed with the DTP Scheme
for development of exclusive product and enhancement of skill of weavers
of particular area for development of specific items. The Designer may
be paid as per the guidelines of the Freelance Designers Scheme or as mutually
agreed at the time of submission of proposal.
